Chan Lok-kwun stumbles into the Walled City with nowhere else to go and quickly learns that its tangled corridors run on their own code, enforced by residents who protect one another as fiercely as they guard their territory. He falls in with Shin, Twelfth Master, and AV, a trio who show him how the enclave actually works beneath its chaotic surface, and together they come under the watch of Cyclone, the community's de facto leader. Their fragile peace is tested when a rival figure known as Mr. Big sets his sights on taking the Walled City for himself, pushing Chan and his new circle into a string of increasingly brutal confrontations. What starts as a story about survival turns into one about earned belonging, as the group commits to defending the only place that has ever taken Chan in.

Louis Koo leads as Cyclone, playing the Walled City's protector with a steadiness that contrasts against Sammo Hung's turn as the menacing Mr. Big. Raymond Lam and Terrance Lau round out the core group of allies alongside newcomer Chan Lok-kwun, while veteran action performer Philip Ng contributes to several of the film's hand-to-hand sequences shot within the cramped, vertical geography of the Walled City set.

Adapted from Andy Seto's graphic novel City of Darkness, the film reconstructs the real Kowloon Walled City — demolished in 1994 — as a dense, practical set rather than leaning on green screen, giving its fight choreography a claustrophobic, physical weight. Director Soi Cheang, known for genre work across Hong Kong crime cinema, leans into that density, staging combat through stairwells, rooftops, and alleyways barely wide enough for two people to pass.
